This portrait did not need any actual restoration as it is a new photo; what it needed was enhancement and a little retouching.
I increased the contrast and saturation and cropped the photo and added a gradient background to bring the focus in on the subject and create dynamic. I then retouched all blemishes from the skin (though they are very hard to see here) and softened the skin to give it a subtle glow and smooth the appearance of pores. I also whitened the teeth. 
After that, I made some other cosmetic digital enhancements including eyeliner, eyeshadow, hair highlights, and eyelash extensions.
